Roskomnadzor intends to "bind" the messengers to carrier networks, but theoretically under the act may be subject and the social network. The authors of the bill propose to make vendors of such services can work in Russia only under a contract with operators and inform on its work to the Supervisory authority.

If the service violates the law, rules of rendering of communication services or the contract with the operator, the latter shall block the pass of traffic, until he corrected, "Vedomosti". Messengers the authors of the bill referred to, in turn, "organizers of information distribution" and the message exchange may happen according to their plan, only between identified users.
