the Ministry drafted a bill on state control over Internet traffic in the country, according to "Vedomosti" with reference to an explanatory note to the document. In particular, the Ministry proposes to create a state monitoring system "resource use global addressing and global identifiers of the Internet (DNS and IP addresses)".

Within the system will create a registry of addresses of the Runet, it needs to monitor the critical infrastructure of the Russian Internet. It is assumed that the public authorities will be able to understand how the Runet: now there is no such understanding because of its chaotic development.

Need all this in order for a state to protect the Runet from external attacks, say officials. The need to create a registry of IP addresses explain the fact that currently issues them Dutch RIPE NCC, the basis of which the information is stored. If registry RIPE NCC lost the information about Russian IP addresses, all Runet will be at least a day. A backup will avoid this problem.

A system for the monitoring of traffic will allow the construction of backup channels, which will improve the connectivity of the network. The state, according to officials, there is no problem using this system to monitor the content of transmitted information, that can be done through operators. The bill also proposes to make foreign communication channels and points of traffic exchange is more controlled and add them to the registry.
