In it the representatives of the States have agreed to avoid the use of hacker attacks on critical infrastructure: banks, nuclear plants, transportation systems, etc. Decided not to install in production equipment "bookmarks" for tracking and data collection. The agreement is voluntary and does not involve penalties for violation.

Also signed the agreement, countries are recommended not to accuse each other of cyber attacks without solid proof. Representatives of Russia wanted to turn the report in a binding format of the Convention, but the Western partners were not yet ready for it, reports "Kommersant".
