It clarifies the "Kommersant", to buy foreign products, they will be able only in the absence of the Russian analogues.

a Registry of domestic software will form from po, the exclusive right to which belongs to the state, a municipality, a Russian non-profit organization or company in which the share of Russian beneficiaries of over 50%. It should be sold across the country, the amount of royalty payments to foreigners must not exceed 30% of revenue.

According to the Ministry of communications, now the share of import client and mobile operating systems is 95%, the server OS is 75%, database management systems — 86%. How will the situation change after the introduction of the new rules is not specified.
